WITH reference to my telegram No. 105 of the 10th June, I now have the

Peking, June 20, 1907. honour to inform you that the Legations have been officially notified by the Wai-wu Pu of the opening on the 1st July of the Dalny Customs. I am also informed by both the Wai-wu Pu and the Russian Minister that good progress is being made with the Russian negotiations.
